I think Agatha is more opportunist than master manipulator. Like she didn't manipulate Billy into creating the road, but she is the only one that realized he did it and she immediately saw it as an opportunity. And in Wandavision she never really manipulated Wanda, she did somethings trying to figure out how Wanda created it, and exploring what Wanda's powers and knowledge were. But it turned out to basically be all Wanda, with Agatha trying to take her power.
