If you were starting a new city what would you buy and what would be the monthly budget? Is it possible to build a city with a budget of 100$ per month for example?

You would need to prioritize. To be an efficient spender stick to daily, weekly, and monthly deals. Additionally, buy every monthly road of legends and alliance bounty $10 each. At minimum : On the daily specials, first level for every war, drill, and strategy officer. (Tifa, Zeus, must buys ) On the weekly deals you would buy the first offer for mutegenic titan stones. (must to get gold titans ) For monthly deals, buy a couple levels on the recruitment packs. (3 levels ) Get one plane to blue and then stop. (Free) Kill monsters all day and night very lucrative. You will get materials for equipment and officer experience books. Remember as long as you are consistent you will get very powerful. This is my opinion assuming you are not a whale and want to work with a budget.

The least amount compared to all the other whales in this game. There is no one in the big leagues who has spent the least as me and be able to handle them for a fraction of the price. This comes from smart buying and killing monsters
