Creating pioneers reduces city size. A city can easily devolve to an outpost. Use different cities for creating pioneers. Thanks for uploading aow2.

You're welcome. Good observation, with the added problem of the smaller the city, the more time it takes to build the pioneer, also rushing it is even worse. Have to compensate a lot by using the building housing.
