So for Dregg, I think the Stagger on his attack represents the poison on the arrow.

Dregg's Cleave definitely implies poison. In many games poison ignores the opponent's armour.

He’s not as bad this versions but in nightvault when he first came out he was deeply divisive and broken and a lot of us still haven’t got over that bitterness yet 😂
