I stumbled on Runway, which looks like it can handle this. It'll take an image of a character, which could be rendered from a 3d model but importantly it's not taking a 3d model. It seems to need to be able to recognize a "human face". That can flex to some degree but I tried it with cartoon of a typical gray alien and it didn't take. Then it'll take your video, complete with audio, and re-enact that with the character. It's very convincing. In my case the video was pretty straight forward. Just me, right in front of the camera. I'm not sure it would handle more complex scenes or scenes with multiple people.
