Why did the Tower instruct Rescue 2 to follow him behind, wouldn't that not give him a massive wake turbulence?

Not really. Rescue 21 is an Isuzu 4x4 so it wouldn't have been susceptible to wake turbulence like an incoming following aircraft would. Also, the very gusty conditions at Dublin today would probably have dispersed most of the wake. And I doubt he was exactly tailgating him in any case...

It isn't. Airband radios are perfectly legal in the UK. Standing near an airport videoing planes is also legal.
