Do clubs actually make bids for players before finding out if the player concerned actually wants to join them?

Legally, that is not allowed. You cant approach a player without their club approving. But honestly, most of the time, the use of middlemen is how they go about it. Even if the player is not really interested, you can unsettle them by making bids and get them thinking about it. And if the parent club approves a big bid, you can negotiate a bid directly with the player and sometimes if the buying club is desperate, the player can get real good value from a deal

Pretty sure the club wanting to buy approaches the player's agent and if the green light is given by the player, then they declare their interest to the club and make a bid.

Why are a clubs making these bids now, right at the end of the window..? The only explanation I can think of, is to unsettle the player and give him less time to think about the decision, therefore trying to rush through the deal?
