And the remaining 80% of the city is a big morass of dullness punctuated by street crime and poverty. The native American population is high, and they're troubled. Typically prostitution charges are misdemeanors. Repeat offenders to typically have raised penalties. It doesn't mean she hasn't done 26 years in county jail and it doesn't mean she hasn't had to pay thousands of dollars in fines.

That's why even Nevada that has maintained legal prostitution throughout the time of its existence also maintains a strict protocol of health requirements and keeps tight controls over the area of operation. The state health inspector is all up in each of the brothel's business! Constant health exams required, condoms required at all times, constant inspections and huge fees to make it all happen.
