That'snot John the Baptist, it's a so called wild man, a popular symbol in German heradlry. It's not the emblem of Silesia, but the coat of arms of the Prussian province of Silesia. All coats of arms of Prussian provinces have a wild man on the right and a knight on the left.

copy paste events, its the same for most, if not all nations who happen to be the first to have troops move into budapest during war with hungary, the info of the person who controls the state is put into the event (so it mentions silesia in this case) its non repeatable in the same game, so should hungary had been let go in a peace deal, then invaded by romania lets say, the fall of budapest event wouldnt occur again on the who controls the state part, if the soviets were given control of the hungarian states as he pushed in, and even if it was only silesian troops pushing into budapest, it would still give the fall of budapest event credit to the soviets, and soviet troops taking the city
