Because it was a period western movie. They wanted to. Gun and apparently they don’t make them anymore. Often guns are modified to make them in capable of firing real bullets. However, since this movie wanted. Guns they were not allowed to modify them to be safer. Remember, it’s a low budget movie.

My bet is that when there are interesting, vintage, replica, or any guns around, taking them "off set" for plinking, although it shouldn't happen, happens more than we think. Might be part of the reason they should invest in an experienced gun safety staff and not give them other responsibilities to save time and $$$? Also, redundant safety checks by everyone touching a gun, might help?

How is it clearly an accident? You don't know that. SOMEbody put live rounds in a firearm, that should never happen on a movie set. Whether it was Baldwin or somebody else, it is possible that somebody WANTED those live rounds in the gun. Who has motive? Well, Baldwin had an argument with her the day before. Was he still angry? The husband apparently accepted a settlement, part of which was to direct the rest of the movie. How bad did he want that job? Anybody who handled that weapon before Baldwin did, could have set this up as an "accidently on purpose", and it STILL doesn't eliminate Baldwin as a suspect that it was handed to him, because he could have paid or demanded somebody to hand it to him loaded. Or Baldwin himself could be the target, whoever loaded the gun could have wanted him to suffer the consequences of investigation and legal battles, the collateral damage be damned.
