One thing I noticed is bigger hotels is Cebu they charge you more at the desk and don't negotiate so I had to make all my room reservations on Agoda(even while I was at the hotel to extend my stay) which was cheaper but once I was in Duma in smaller hotels, you can just walk in and book a room and get a discount.
