What's really scary is that in reality most power grids expand across several states as they're controlled by a single company, so if California went down entirely it would likely take Nevada and New Mexico with it. And given how many critical infrastructure systems are internet-accessible when they really don't need to be for any reason, something like this could happen entirely by accident and not just as a malicious act.

Stuxnet is a highly interesting virus, and I wish that more of the details of its extremely unique function were shown through the alerts. Stuxnet was an extremely "promiscuous" virus with an incredibly targeted payload that would only trigger in extremely specific circumstances- or, in short, it spread itself very aggressively in ways that were difficult to track and that could (in theory) cross "air gaps" (though it was reliant on user error, as most exploits against airgapped systems are). Only when the virus detected that it was running on a system connected to the exact type of computer used to monitor centrifuges would it feed erroneous "good" data on a loop while sending malicious instructions to the centrifuge that would damage it over time. That said, I have no doubt that a worrying amount of our infrastructure could be kneecapped quite rapidly by something like Stuxnet, though it wouldn't work quite like this particular scenario makes it out to be. Generally speaking, something like a Stuxnet clone would only be deployable through a known exploit or security vulnerability and would be most effective if we assume that it targets multiple zero-day vulnerabilities. That essentially just means that it takes more time to secure vulnerable computers against the spread of the virus, and if the virus is well-known enough to have a name, that generally means that anti-malware has at the very least begun to catch up. From there, it's on the hackers to either release new variants of the worm that target entirely different vulnerabilities or leverage the information/control they have over infected systems to maintain their chokehold on the power grid. As much as I make it sound like this isn't a realistic threat, or however much the above statements "defuse" the threat, it's actually much worse. Such a situation is definitely not impossible- the real cost would be in whatever damage a self-destructive control computer can do to substations and generators, and the time it takes for power companies to replace potentially huge swaths of equipment wholesale. Worse, if not done correctly, they could lose it all over again to one idiot with an infected flash drive. People wouldn't readily understand the nuance of how the virus works and it would likely take a "SHUT EVERYTHING DOWN NOW" announcement to get people to even truly consider taking the right actions. Swift, correct action could end something like this in a week, but a well-prepared team of hackers and the general incompetence of the average person makes it far more likely that something like this would potentially last months. Just think about all the PSN hacks a few years back.

I was slightly turned off when the government emergency alert started broadcasting what would appear to be classified info about stuxnet on a public broadcast because it felt unrealistic. It was only when the EAS voice started repeating itself that I realized what was going on. That immediately brought me back into the story. Great work on this!
