No imo he jumped it. If you go frame by frame his car start moving a frame before he yank his hands down. The Human's reaction time is not that fast and you also have to consider the time it take for him to floor it. If you could see the inside you would have seens he clearly went too early. The third race was an actual clean hit for the jeep.

If you go frame by frame, you can see the Jeep start a frame or two after the hands start to drop (notice the movement in his back/jacket as he uses his torso to begin the arm pulldown), so roughly somewhere between 1/24 and 1/12 reaction time. Lol, first race he was perfect on the arm drop. Didn't jump Second Choi won by 2 buss lengths... not "2 cars" and he absolutely cranked the boost after that first race. Lol.
