Aliyev will never sign a peace agreement unless he gets everything he wants. And he knows the armenians being extremely weak in diplomacy and negotiation, will push to get everything he wants for a signature. Further, there will be no signature there unless Russia agrees to it. They own that area and are now aligned militarily and economically to AZ
