If it had continued to be a fishing village then there would be no beach for them to argue about. Check out the beaches on all fishing villages, they are all ruined because they over fish and even when the government give restriction on parrot fish and lobsters that are a big part of why our coral reefs and beaches are so pretty, the locals ignore those rules and still fish them all year round. A perfect example of that is the Helshire strip in portmore. That whole strip used to be so beautiful now it’s ruined because of the fishing. The only 2 beaches that still have some type of beautiful look is Fort Clarence beach and waves beach. Why u may ask? Because they were privatized by local investors.

The paid beaches are mostly in tourist areas and except for Puerto Seco in St. Ann and Frenchmen in Portie, entrance cost is usually under J$1000 (US$6), usually half of that, in fact. Stop your nonsense! All beaches in Jamaica are free. There are many free beaches all across the island! No one can stop anyone from entering any beach. You can’t enter private property from the beach but all beaches are free. Tourist areas are a small part of the island but no one can prevent you from accessing those beaches. Lies and propaganda!

Thanks to the citizen Devon for representing the situation perfectly. The law was passed in 1956 when the country had a local Chief Minister and updated in the 1960s, 1970s and up to the early 2000s. It protects commercial interests, which is the history of the country. However, occupying land does not and should not automatically grant rights, I think. I like the access through the court approach.

Having been deeply involved in environmental issues and the potential for ecotourism specifically in Jamaica for over 35 years, I fully support the fact that change needs to happen in respect of citizen beach access. The issue is, however, complicated. There are certain areas of Jamaica that are extremely fragile, for instance riparian ecosystems, especially smaller rivers, where too many people visiting or utilising certain areas will do irreparable harm to the plant, animal/bird life. There is no discussion here of the fact that Jamaica is the most overfished country in the Caribbean with an estimate 20 years ago of 80-90% of the coastal fishery being "fished out" and the entire fishery teetering on collapse (and thus marine sanctuaries with enforcement being key to their survival). Thus fishing beaches and fishers need to be much better managed, self managed (by fishers as well) and limited. Solid waste is also a huge issue - both trash and sewage. The very few pristine areas that remain are under threat, and the rest of Jamaica's coasts and rivers often look like a trash heap after a rain or storm. JET tried hard to get recycling going but it is still not viable on scale. And going back to the 80's to present, the anti-litter campaigns, (and anti harassment also) have not had a broad impact. And lest we forget Jamaica's biggest nemesis - crime, which is rampant on certain beaches and in tourism centres, and takes place in both crowded and remote places. Visitors being robbed at gun point or (fishing) spear gun point, which happens all too often, is not a good look for the country and is a terrifying experience to the victims. All inclusives have taken away the ability for locals to benefit from tourism, and the foreign hotel chains are simply there to extract wealth. In no way are they required to pay their fair share of "economic rents", (Nor are cruise ships, for that matter). Needless to say there are dozens of factors that must be explored, often specific to particular beaches (or areas) in order to resolve the citizen access issue. There is NO one size fits all solution.

I remember in my early teens in the mid-1980s going to the beach in Mombasa, Kenya, a former British colony, and not being allowed into the gate let alone to use any of its services even if I wanted to pay for them. If I was white, no questions were asked and the gates were opened. It was only because my father knew someone working inside a store at the hotel that allowed me to visit the beach at one of the hotels, and my access was only limited to that one. From there I could walk along the beach and see the other hotels, but I could not go inside them or buy a soft-drink in the hot weather. This particular hotel that I used to go to access the beach later on changed its policies and allowed the local people to come use its restaurant and facilities. Interestingly, when the bad economic times hit in the early 2000s, this hotel was the only one that survived: it had local customers when tourists avoided Kenya in general. The other hotels went bankrupt and closed.

Not only can you liken this type of LAND THEFT and unethical business and political practices to the The Berlin Conference of 1884-1885, you can also liken this to the displacement of Native Americans (and all native people) across the US, Canada, New Zealand, Australia, etc. What sense does it make to speak about land deeds, titles and ownership paperwork to the people of the land whose ancestors have occupied and cared for these lands for eons. These title requirement only serve to displace birthright ownership on native lands and to undercut and colonize native people.

This is a biased documentary without examining the in depth of why we have got to this point- whilst there is some truth to these claims- we have major issues with lawless behavior and constant hassling of visitors on our beaches - as a local I myself have to be careful going to the beaches that are accessible -we need to address the root problem before we kill the goose …. There are still beaches that have open access but I do believe that those areas where our fishermen use for their livelihood should be given particular attention
