I just had a thought is there any instances where Watchdog man has shown his strength outside of his City I'm not too sure if there has been or not but my thought is that his power somehow originates from the city itself or maybe he is part of the city and so when he's away from the city limits his power is greatly reduced however when he is in his City he can sense everything going around which is how he knows when there is a monster that pops up but hey that's just a theory an anime Theory

No one beyond Genos received that information, through his core that was ripped out upon Saitama return. Okay crazy thought, but: what if the prophecy wasn't about God (at least not completely) but the prophecy is actually about Saitama! Think about it, the guy is always getting more powerful exponentially. He managed to launch himself to catch up with a monsterized Garou... just by farting. So if he ever gets too angry, or something sets him off and he stops holding back... Earth could easily be destroyed. So maybe the threat of Saitama letting loose with full unlimited power on earth triggers those close to him to have to bring him back, and that is how the prophecy is prevented. Like God fully killing Genos, and King is the one to stop Saitama from going nuclear. Anyway like I said, just a crazy thought.
