Dont use lasers... the oldest simplest tool around and argualbly the best tool is a string line. I set grade steaks

we have heard them called that before, wet pads, height pads. Seems like everyone has their own term for them.

Can you use a vibrating screed with your screed chairs? have you ever? any problems

Yes you can, we do it all the time and have never had any issues. If you are worried about your rails sinking we also have grade plates that slip onto the rebar and keep it from sinking in softer soil.
