Honestly the hoshikage who is the leader of hidden village of star is quite strong in its own rights, they even have anbu and medic ninja in their village, the reason why they are not one of the main village is most likely due to the second hoshikage actions. The second hoshikage allow the star training to be practice since it could increase one chakra by a ton, also there are special ninjutsu that could control the chakra at will almost like naruto with his nine tail. The ninja who practice this training could even be on par with a kage level ninja but the problem with this training is that less people could master this training to the peak, most people die from this training, even if you succeed in this training you also do not have long to live since it drained your life force. With the lack of manpowered and backing from its fellow nations and villages, it is not recognize as one of the main village. The second hoshikage prioritize on quality over quantity so basically he sacrifice building up man power to trained a few kage level ninja who could only lived for a limited amount of years to dominate the other villages.

Well.. people thought Naruto was the incarnation of the First Hokage.. The Third Hokage tried to protect Naruto but sadly Naruto still got abuse, neglected and blamed for what Obito and Nine Tails did when they attack The Leaf Village as the Third Hokage was really close with Naruto parents.. The Fourth Hokage is his father.. The Fifth Hokage the grand daughter to the First Hokage Naruto helped bring to the Village and Naruto calls her granny in respect.. The Sixth Hokage Danzo wanted to protect Naruto at all cost since he has The Nine Tails inside of him from within the shadows of the Foundation as he wanted Naruto to remain in the Village so he can be protected.. Sasori of the Red Sand killed him, left the Sand Village and turned him into his ultimate weapon.. it was so bad that The Sand declared a state of emergency as they looked and couldn't find their beloved Third Kazekage.. The Sand called it bizarre since they had no idea and evidence of what happened to him until The Leaf of Kakashi, Might Guy Naruto, Neji, Rock Lee, Sakura and TenTen rescued Gaara from Deidara and Sasori as they brought Gaara back to life but also lost Granny Chyio in the process.. Granny Chyio recognised The Third Kazekage with Sakura while fighting her beloved grandson Lord Sasori when Sasori brought him out to fight them.. Sasori explained everything..

I always felt like Mei/ Ay didn't need to retire from their kage status - in Boruto they shoulda been given a power up or something as those two lacked as many awesome scenes as Ohnoki/ tsunade. And I chop that up to age as they were both younger. Also their replacements were naf anyways so might as well have kept them.

Hashirama said 'Next generation always surpass but look at the list. Except from Konoha, other villages' kages are getting weaker. For Konoha, kages also weak too. Kakashi. Tsunade is a medical shinobi so she's more of a healer than fighter. Kaka sensei himself is strong on his level but can't compare to Hashirama, Tobirama, Saru & Minato.

ur wrong lol, kakashi as hokage rivals sarutobi and beats tsunade without her 100 healings. 100 healings tsunade can crack madara's perfect susanoo and was said to be stronger than the 4th raikage, so shes really strong rivaling saru and kakashi. minato and tobirama are both insanely powerful and basically on the same level imo. the only ones you cant compare is hashirama and naruto, but u can compare every other hokage with eachother
