Tf2 megatron had just gotten revived and was not used to the new body with the mismatched weight and new weapons. I don’t think ROTF Megatron isn’t weak in the forest battle, there is a glimpse of it when in between Starscream chain saw Optimus at the stomach and slam his saw arm towards his face and Megatron slammed him to the ground and kicked him right into his face plate, you can see in a mere second Optimus Prime was about to swing his Energon blade to him right behind him, but he blocked that hit just before he can grab his head
