Am in chapter 2 (approx mid) right now at current level 35 or so and have yet to go after them. My strategy is to start going after them when I reached at least level 50, then start by going after the first one in Yokohama chapter 1 and working my way to the others from there.

So i beat all of them , why there is no trophy so strange! Is that meant there is also another hidden special enemy not discover yet ?

And this is my biggest problem with Sonys trophy system, in most cases the platinum trophy is not 100% completion, I mean half the trophies on most games are just random challenges like defeat 100 of the same enemy type that have nothing to do with completion

Did the first 7 at their respective level based on the chapter. The last two was very high level due to only was informed of their location by other players.
