To my knowledge Tails is supposed to have 3 flickies surrounding him when he's super but I only saw that form as a kid in Sonic 3 & Knuckles and then I haven't seen it in the most recent version of this game.

Yes there is a limit as long as sonic will atleast have 1 ring or up he can keep his form as long as he wants

Aside from the ring issue, I think the limit is somewhere just below the level of power someone gets from using something like the Master Emerald or the phantom Ruby. Or anything else that powerful.
