The reason she has clothes similar to Joker in the metaverse is because Joker had such a profound impact on her that it shows up in her alter ego/persona. No one relied on Joker individually for growth as much as Sumire did. While other Persona's required Joker to simply give the characters a morale boost, Sumire's personality and aspiration was impacted heavily by Joker as inspiration. It is also mixed with the Leotard as that is her own dream, aspiration, and bond with her sister. It's also undeniably the case that she has a pretty ill-concealed attraction towards Joker, her confession doesn't require any prompting on Joker's part like the others, and it means a lot to her as it's one of the things that is truly hers alone and not her sisters. The fact that her Persona is Cinderella at multiple stages of her life reflects that, with the Prince(Joker) helping her become what she really is. That could also play a part in her metaverse design.

The new universe is from Persona 1- Persona 2 Eternal Punishment up until now. The event from Persona 1 is still the same in this universe, but the event from Innocent Sin is now Eternal Punishment. Tatsuya from old universe takes over new universe Tatsuya's body, preventing the same disaster happening again in this universe. So humans aren't wiped out, Earth is in peace and continues that we got Persona 3 and so on

From the domain leaks, its possible that they might have more post main trail stories, like how P4 Arena expands on the P3 lore based on the drama CDs and possibilities of new battles Persona users can't avoid. The EMMA arc proved the point of potential researchers attempting to gain awareness/control the cognition world. Its similar to the aftermaths of the Shadow research back in 3; Labrys' robbery and the P1 Grand Prix being a twisted reflection of her truama of killing her sister units, with her memories being the offset of Aigis finding her own happiness and freedom. Sho was the other aftermath of the research, as he's manupliated since childhood, but appears to become a better person and currently travelling across the country in manga epilogue. Seeing Surime and Sophia assigned Arcana, it can be assumed that 1 more girl will come in, with her assigned Arcana being Charity to complete the theological virtues. Since Cendrillion and Pandora are rebels of going against orders in their respective stories (attending the ball and attracting the prince, opening the box that releases all evils of mankind minus hope), matching their respective Arcanas, it might be hard to find a sutiable figure as the potential new girl's Persona. It might be either a fiction/mythology/real life figure of taking care of others against the authority out of kindness and empathy.

Virtues are traits or qualities which dispose one to conduct oneself in a morally good manner. Considering that the base, Royal and Scramble campaign uses the Demiurge from different beliefs, while still having some aspects of Christianity, the theological virtues are bound to be used through the new playable girl characters. Also if played long enough, you can see the similarities between Kasumi and Sophia, in terms of their awakening, Persona element type(Bless) and connection to cognition researchers. However, knowing Altus and the domain leaks, they might had planned more stories, plus 1 more girl to accomodate the last virtue Charity. But guessing a prominent fiction/mythology/real life figure as her Persona might be hard. Following the pattern of Cendrillon and Pandora, best guess its someone whom care for others out of kindness and empathy, despite being against orders/laws/corrupt authority.
