I think it's actually because the majority of the old skins weren't made by Valve. They're mostly community submissions. I don't know how getting your skin in the game works, but the users who submitted their skins likely have some form of ownership, meaning Valve editing them would be infringing upon their intellectual property. Or it could be because even slight changes could ruin skins. People put a lot of money into these, and if Valve just went and changed them, they could lose value, and I could see a potential lawsuit arising from that
