Bo did include a short shot of them playing the Cold War mod in one of his older video. Before 1949, The USSR main attacked a NATO member without realizing it was part of NATO. Basically, it was a nuclear war with the US being the only one with nukes. Also, I think they don't do that because it is easy to determine who wins. If the Western Allies mess up big, USSR will stream roll them. If the Western Allies held their weight, they will beat the Soviets by attacking from multiple directions including the seas. The US will also usually be the only one (among the Allies) to have free civs/mils for nukes.

Because of how Hoi4 works, adding one armoured battalion to a division adds armour to the entire division, effectively making space marines. The tank rule bans this OP strat by making sure Tanks have to be in their own separate division with motorised/mech

The tank rule is simply that you can not have a division be comprised of more than 50% tank brigades due to balance reasons. In general, with motorized/mechanized being the most common other brigade, that means people design tank divisions with a roughtly 1 to 1 ratio of tank brigades to motorized/mechanized brigades. Note tank destroyers, assault guns, SPGs, and other "tank-like" brigades under the tank tab are also considered "tank brigades"
