In a way it's not his fault, but only because he suffered from severe addiction. It's a tragic situation and an incredibly hard existence. However ultimately it was his own actions, he did have people enabling him and they should have got him to rehab sooner, even if it was only to lower his tolerance and reduce his intake, that would have been way healthier for him. In the end it was a multitude of things (including himself)that added up to where he was with his addiction.

I would agree, but as an addict in recovery, the first step is accountability. While it's true he had a lot of enablers, if an addict wants something and everyone around him were to try and stop helping him, he would've just found a new plug. It's sad that he lost his life, especially when it was preventable. He has spoken about his addiction in almost every song and he had been doing things since childhood. If anything, I blame the doctor that prescribed Adderall to him in his teen years because it opens the flood gates and nothing good comes of it. But at the root of it, nobody is responsible for his death, besides himself.
