I think at 1:42 she means Carnation Evaporated Milk not Condensed Milk (as in Sweetened Condensed Milk). I'm going to make this tonight :)

Why not heat up a tub of chocolate cake icing heat in microwave and pour over cake wouldn't that work

Wouldn't be good, canned frosting isn't good. Nothing beats homemade frosting.
