From what i understand, shadows plan was to bankrupt shadow garden and buy them out under new management with the new chick running the business side of things. He did however give them the note with the location of the money. Either to test which organization needed saving or purely out of guilt of 'killing' delta.

2 weeks since you wrote this so I assume you got these answers long ago, but. He wanted to bankrupt both of the banks, the fox girl was irrelevant to the following recovery of Mitsugoshi's. If anything he wanted to be the sole savior so he could at least "negotiate" co-leadership. The note was just Cid playing himself. He didn't expect Beta to solve it in time, or at all. He'd succeed his little game, return to the hidden stash, and save the situation alone, but because Beta gave him a funny idea to follow, he fucked up.

This series is omega cringe so absolutely not for everyone but this is such an amazing series, both LN and anime. If you can tolerate it, do it. If not then you got filtered.
