Most of the eloquent non-Arab Arabic speakers have in some way lived with Arabs in Arab lands, otherwise being fluent to that level is not an easy task and could take decades of practice. I used to wonder how Nouman Ali Khan speaks such fluent Arabic when he's from Germany and studied in the U.S., but after going through his brief biodata, I realised he studied for almost 7-8 years during his elementary education at the Pakistan embassy school in Saudi Arabia. Not only is he fluent in Arabic but also Urdu.
