I'm sure going forward they will look at why certain homes survived. Many of these homes that burned were built over decades prior to current building restrictions. For example, shake shingle roofs have been outlawed here in CA for years. Applies to new builds or if you have to replace/repair your roof you must use tile or composite materials. I have a feeling soon everyone with existing shake shingle will be required to replace. My next door neighbor still has one.

Brick is good for fire but for earthquakes not so much. Wood is better for quakes since it flexes and has some elasticity where bricks don’t. A rebar reinforced brick structure would be safe.
