For high shock and vibration tear dropping the traces going to the headers would be nice. Would help with the small traces from being cracked at the header. I design for LWD/MWD Tools downhole. Oil&Gas

Was I misreading the drill file around 17:11? It looked like there were several hole types that differed only in size, but the difference was less than the tolerance. Is the cost of drill changes essentially nothing now? Or are manufacturers expected to optimize this on their own? Or was this just something not yet optimized? (And if so, how did they get different sizes in the first place?)

That particular table gets auto-generated by the software based on footprint information but I think the manufacturer will do some level of optimization to the closest drill bit size within tolerance. For example, the 39 mil and 39.37 mil drills might both end up being done with either a 1 mm drill or 39 mil drill because that is the closest within the tolerance range. For smaller drills being used for vias you can't do that and get away with it though, especially due to Class 2/3/3A qualification having requirements for leftover annular ring. So I think if they do decide to group something together due to the overlapping tolerances they will choose the smaller of the two vias due to clearance and annular ring requirements.
