I installed a alumawood pergola and per building code and engineering diagrams I had to have a 27deep X 27wide concrete footing that the steel posts went 18" into.

No I didn't. The city was charging way too much. It is a risk on my part when I sell.

I thought as long as the patio cover is not connected to the house you do not need a permit, ( Ca)
