But the thing is that the monitor is small, it maybe has 640x400 resolution which is very low... If you connect this PC to a bigger monitor, like 720p, 768p or 1080p, it will run at 7-15 fps

Do you mean 400.00? You could buy 26 and a half 3090 FES with 40,000 that’s more graphics power than any of us at this moment will need unless you are planning to calculate a model, render a movie, or many of the things related to some form of 3D modeling. With 40,000 you could buy a super pc with top of the line specs and still have enough to buy a decent car and raid the supermarket for expensive snacks and steak.
