This is quite normal. One simply can't expect America to provide unending legal stay. Apart from this there is another case of parents illegally making their children cross border in order to enter America once children are legalised. First and foremost thing is that America is no longer dream destination for uneducated and somewhat educated people. Only highly educated and experienced Indians are doing well whereas majority are struggling. Holding on to it by hook or crook simply doesn't help.
