Do you recommend raking a eight month cocker spaniel verses carding?

Both if necessary. The rake would remove bulk hair if the back coat is extremely long and thick but then once the bulk is removed, you would use the carding tool to finish the job.

Any tips on working on tear staining? I’m thinking it’s more diet related than hygiene as I keep on top of his daily face cleaning and many products seem ineffective 🤷🏻‍♀️

It can be many things. Water, food, genetics...wiping it daily does help but not a ton you can do about it really.
