I've been watching a lot of clips of "The Shield" and didn't realize this was spoofing Forrest Whitaker's character. Honestly, he's just as crazy in that show too. The "pissing" monologue from that show seems like it was written for this character.

Turlington is a spin off of Whitaker actual role of Of a heavy hitting detective in a modern police procedural. Series Forest Whitaker has sort of a mystique about his voice and always takes on his roles with authority and they're always different
