The "seat belt" tackle was bannede because you could all too easily damage the other player's neck. That is also why the shoulder area is the highest tacking area: you're not allowed to tear someone's head off.

Seatbelt tackles are illegal because contact is made above the height of the shoulder (contact to neck and head by defender is illegal). The England player who scored is Nolli Waterman (Daniella), against Canada (26.11.16, at Twickenham).

Keep in mind that this video has only fairly old footage...much of which from Sevens with bits and pieces of League and all of it from a time when women rugby Union was not professional at all. Right now, the transition towards professionalism (started around 2018) in some countries is bringind about massive increase in skills and athleticism.
