It will be the Council of Muftis, from which they will choose the Khalifah. Under the Khalifah will be a seat for a Mufti from every country in world with 100,000 plus Muslim population as Islam is for entire World. From every municipality we will choose a representative till we have the Council of Muftis for that country with a Grand Mufti of that country to sit in the Council of Muftis under the Khalifah. All communication can be done remotely with everyone working from home. Most effective and real democratic way of governing where all decisions are made by the Council of Muftis but the Khalifah having the final say. Under the Khalifah, the "ULMN" will have its own army, navy and Air Force under one commander for defending the entire ummah. We already have the hardware from major Muslim countries. They just have to be relabeled "ULMN" when they out to defend any part of the Ummah like removing the Mediterranean Sea blockade by Israelis.The four letters "ULMN" will be enough to deter anyone from doing what is happening in Gazza today.
