That Window is called a sash window it's from king George times it's a popular style.. The one in your clip was old & wasn't working properly because it's old eg over 1 hundred years old, over the years it's been painted several times eg paint on paint build up. The mechanism is now stiff hense why forced it down from claiming up on the hugh window seal & pulled the window down. Replacing 1 sash window costs thousands today.
