The movie "My Fair Lady" starred Audrey Hepburn, instead of Julie Andrews, but they ended up dubbing her voice anyway, even though they told her she could sing. A more recent example? Zac Efron didn't do his vocals on his own in HSM #1. They mixed his voice and Drew Seeley's; he admitted it publicly. So, yes, they would have cast her even if she couldn't sing (they mixed her voice with Keely Hawke's, so there you go).
