They could do it overnight by letting players know that if they injured a player in one of these acts of brutality then they would be suspended for three game beginning when the other player was able to play again. While ever the other plyer was injured they would be ineligible to play and would not be paid.

Actually, most of the kicks to the face are unintentional. For the most part they're trying to reach the ball and probably didnt see a smaller guy coming to head the ball. Its unfortunate and obviously a red card, but more out of recklesness than intent and malice. The real dangerous stuff in this video are the diving tackles to the ankles of players. They're definetly out to injure.
