For Question 63 the answer should be option D as per the UPSC key answer. I think you should have interpreted it as an online portal in that how can an uneducated person be able to access the portal.

Yes S4A was in new as PARA was in news a very current issue these S4A was made prior to NPA only which did not work Still common sense is Stressed Asset everyone has come across its related to RBI which again deals with NPA so we can go clearly with option B
