This same case not apply in jet stream why we not say if polar has high pressure upper atmosphere will be low like in two permanent jet stream whyyyy?????????????

Try to understand the pressure belt system along with this concept. You will be able to find similarlities .and eventually understanding the reason behind being lows and highs at sub tropical region, equatorial region e.t.c I will recommend you to watch Pressure belt by vnperceptions (KZbin channel ). It will help you.

4:22 At North poles air subsides creating high pressure then how come air from poles rises and go towards sub tropical high ??? To subside with air coming from equatorial?

It doesn't rise as the air is dense, but it will blow towards the middle latitudes (as air moves from area of high pressure to low pressure) as polar easterlies (as a surface wind). Then when it will reach at 60 degrees latitude, it will become comparatively warmer and will converge with the winds coming from equator and then it will rise.
