There are no legal requirements of getting on the water unless you have a VHF radio. The inviolability of autonomy rules on the waves - utter freedom. I’ve met enough fools who don’t have any safety equipment, nor knowledge of tides, or ColRegs. But they’re free to take the risks.

The passing under the bridge (1:07) was either done with an ~10kt following river current or the pair was staged on a boat to appear as if riding the scooter, then the boat driven under the bridge. This thing looks to do around 2kts max, and that's with a tailwind.

Foam can also be caused by proteins in the water (decomposing plant/animal life, feces etc.) You especially see that on bodies of water that have been extremely riled in some way (i.e. a hurricane/high winds/storms) The real question is . . . how'd he keep from swamping the engine on his scooter??

There is a modern version but on 4 wheels. It is a combination of a quad-bike (aka ATV) and a jet-ski. Search for Gibbs Quad-ski for a video of at least one example.

This is an outrage.The man or woman are NOT wearing crash helmets or even lifejackets. What if a strong wave had turned the scooter over.A full and rigorous health and safety check should have been carried out. Did the man know that the girl could actually swim if needed. Again this was not asked.Thankfully on this occasion all ended well.
