It's not sparks, it's electrical arcing. You see it between the pantographs of the NJ and Amtrak trains and overhead catenary too if you watch for it. That part of the rail had some sort of indentation or maybe even a break between two rails. When the contactor skips over this, the electricity tries to keep flowing, and creates plasma through the air.
