to me this takes place after the knightfall protocol he starts using fear toxin and becomes much more feared using different tactics and a lil more brutality people think its a new bat themed vigilante that is more feared than batman ever was and he does tell catwoman and the end of one of the games gotham needs a new legend to fear and as for the video its basically telling cops and civilians to stay away if they see him so they dont get affected by the toxin and also to behave

From what I'm aware this is essentially what the canon future of Arkham Batman was supposed to be. Apparently Sefton Hill confirmed it in a Reddit AMA. Basically, it's implied that the demon bat is literally just Bruce going completely deep dive into the Batman persona and becoming even more stealthy and brutal. Essentially, Gotham now believes that the ghost of the Batman still haunts the roofs, alleys and tunnels of Gotham, still determined to continue his crusade to defend the innocent.
