The Philippines should build wind turbine farms offshore to assert it's rights in the West Philippine Sea. Why not replace that rusting hulk on First Thomas Shoal with a group of wind turbines? Why not build wind turbines on every single shoal within the Philippines' EEZ? It's your right to do it, and if China was to dare interfere, the US would intervene. Also, the Philippines doesn't need high-tech navy ships to assert its rights, it just needs BIG ships - big ships with a flat surface for landing helicopters and a space aboard for a hundred or so Marines. Check out the recently decommissioned USS Whidbey Island class ships. These would be perfect. Paint them white and call them "Coast Guard" ships.
