Yes. That was “D.W. All Wet”. And then he does the trick again in “Hic or Treat” to scare away her hiccups.

Yeah. Sometimes the spelling varies, such as "Eensy-Weensy" or "Itsy-Bitsy", and I think D.W. may have gotten a couple of them mixed up.
