Indeed. We don't play double at 14:59 for penalties. We play this showing exactly four spades (or a very weak 5-card hand) so that the bid 2 spades would show five cards. But others play it showing at least 4-4 in spades and clubs. In any case, it's up to your partnership agreement what any bid means :)
