If Cell could have absorbed 17/18 after they were destroyed it would have made a plot hole (since Future Cell could have absorbed the destroyed Future Androids, and the main timeline Cell wouldn't have had to worry about them dying before he absorbed them).

Probably older, before he transforms he seems stronger then a gero around 18 in power level since 17 is considered stronger than 18, post transformation might be android 16- too imperfect cell level . He also seems to be more like the future androids because he seems like he was a human before. Probably helped ship weapons to the red ribbon army. So he probably made them before 17-18 and had more time to make him absorb 14-15. I wish he was canon lowkey, probably could have been a good character. Gero probably sent a lot of time on him. If he knew that goku could absorb the sprit bomb he could have won
