The combination of being classy, well spoken, polite, well mannered in contrast with his occasional child-like mentality, callousness and enjoyment for blood lust, terror and torture makes Freeza the best. And when it comes to power, ever since Freeza's first introduction he was the most powerful being in the universe (before the introduction of Lord Beerus) that wasn't artificially created. And even in DB Super, his newer heights in power puts him in the leagues of Super Saiyan Gods Goku and Vegeta.

When Freeza finally trained himself, his power dramatically increased far beyond the Saiyan's power.
